Can check the website scholarship.com. They mostly post a scholarship for Masters and above. It can help you.

It is possible, though you'd have to apply directly to the school in which you're planning on attending vs. applying through an American college that would allow you to study abroad for a semester or a year. Also, many colleges in Europe have 3-year programs versus the American 4-year programs. First, decide what you want to study and look up which schools host these programs. Then, get specific instructions on how to apply.
